Images and documents solve different problems. A photo is one picture with no notion of a page, an order or a place to sign; a document has all three. Most of the work in this category is moving between those two ideas — usually because something needs to be submitted, printed or filed, and an image on its own will not do.

The awkward part is rarely the conversion itself. It is that a phone stores a photo as the sensor captured it plus a note saying which way up the phone was held, and a document format has nowhere to put that note. Tools that ignore it produce pages lying on their side, which is the single most common complaint about this kind of software.
